The Contract Support Division (CEK) provides operations support through responsive, high-quality, cost-effective, and customer-focused sustainment, restoration, and modernization (S/R&M) project execution, labor support contract services, and contingency contract support and execution to customers worldwide.

This branch provides quality, cost-effective, customer-focused project execution to sustain, restore, and modernize Air Force installations and infrastructure worldwide.
The Air Force Civil Engineer Support Agency's Contract Support Branch manages and executes operations and maintenance sustainment, restoration, and modernization (S/R&M) projects for Air Force Installations.

S/R&M projects involve maintenance, repair and construction upgrades to existing facilities and infrastructure on Air Force bases.

Sustainment refers to annual maintenance and scheduled repair activities to maintain real property assets through their expected service life. Its scope also includes minor repairs, regularly scheduled adjustments and inspections, preventative maintenance, emergency response and service calls. Also included are major repairs, component replacement, roof replacement, refinishing walls, repair and replacement of heating and cooling systems and replacing tile and carpeting.

Restoration typically refers to repair and replacement work to restore old facilities or those damages by natural disaster, fire accident or other causes.

Modernization involves altering facilities to implement new or higher standards (including regulatory changes) or to accommodate new functions. It also includes replacing building components that typically last more than 50 years such as foundations and structural components.

AFCESA'S S/R&M staff consists of project managers and subject matter experts in the traditional electric, mechanical, civil, and architectural disciplines. It also includes experts in other specialties including pavements; structural; fire engineering; cathodic corrosion protection; seismic engineering; heating and air conditioning; petroleum, oil and lubricants; and anti-terrorism and force protection.

S/R&M capabilities include all aspects of project management from project scoping and requirements documentation to contract management. Additionally, the agency has financial management and warranted contracting personnel as part of its in-house workforce.

The Air Force Contract Augmentation Program III (AFCAP III)  branch provides a world-class contingent contract tool - the Air Force Contract Augmentation Program (AFCAP) - that rapidly delivers materials, services, and construction for contingencies, disasters, international conflicts, and supports AFCESA customers meeting National Command Authority objectives.

AFCAP III's contract types include indefinite delivery/indefinite quantity pricing arrangements such as firm-fixed price, cost-plus-fixed fee, and cost-plus-award fee. This contract is made up of five companies.

tabSATOC Contract 
The S/R&M Acquisition and Task Order Contract (SATOC) includes indefinite delivery/indefinite quantity pricing arrangements such as firm-fixed price and cost-plus-fixed fee. This contract is made up of 20 companies including 8(a), Hubzone, and service disabled veteran-owned small businesses. SATOC has a 5-year program ceiling of $4 billion and 5 options years. It allows for traditional construction, design-build and turnkey projects.
